I think it depend on your budget..i did have a look of several 安老院 in 大角咀 2 month ago.

If you don't mind pay more, you can pick 卓健, it really like a hotel,
but for fair price , you can try 曉光, but it's always full.

if u don't mind a bit far away,
my relative is living in an elderly home at Prince Eward which I think is quite good--
price is fairly cheap, meals are ok,
most important I feel the staff there are nice and caring.
