People did not become citizens after the changes include those who:
were born outside Canada to a Canadian parent, who are not already citizens or who lost their citizenship in the past, and who were born in the second or next generation abroad (this includes people who failed to retain citizenship).
On April 17, 2009, the rules changed for people born outside Canada. Children born to Canadian parents while the parent are outside Canada will only be Canadian at birth if:
one parent was born in Canada, or
one parent became a Canadian citizen by immigrating to Canada and was later granted citizenship (also called naturalization).

即係A跟父母移民後, 拿了citizenship後回港定居, A在香港所生既BB係可以申請Canadian Citizen, 但因為BB唔係加拿大出世又唔係因移民而得到加籍, 佢第日大左生小朋友如果唔係加拿大出世, 就唔可以自動成為Canadian Citizen, 因只係good for 一代人 or 要係加拿大出生.
