Yes, you must paid when the maid finished 5 years contact with the same employer.

長期服務金計法！
last contract salary ÷ 3 x 2 x services years

$3400 ÷ 3 x 2 X 8 years = $18133

you must paid when your maid finished all your contract and back to her country....

If your maid finish the contract at 2009, and she say she will back to her country, then you will paid on that time.
