I took the picture myself. There are some DIY passport photo software that allow you to resize to 2"x2". You just have to make sure that the background is white. I just bought a white posterboard and put on Barney so my baby can concentrate and not move around.
Oh, a reminder, both parents have to go to the consulate for the baby passport/citizenship.

I took the pictures by myself too. I think it is quite difficult to take the picture for a 8-month-old baby. The baby cannot cooperate with you. This is the software to crop the pcitures, you can try. Very user-friendly. http://ekot.dk/programmer/JPEGCrops/
