If I remeber correctly, download the form from web site, return it with money order to the police station/office where your husband lived. The result will sent it back to you then you forward it to Oz.
I remeber the content is something like "You name cannot be found in any criminal records database" etc.
It take around a month to do it. Cannot remeber whether you need to mail with the passport too. Check the lastest information from web page.
