BB born outside of Australia by Australian parent(s) - this assumes BB爸爸澳洲人 mean he has Australian Citizenship (not just permanent residency).

the bb will be given the passport as soon as the application is successful? How ling does it take for the whole process???

At the bottom of this page http://www.citizenship.gov.au/applying/categories/citz-by-descent.htm, it says:
"rocessing generally takes several weeks."

Form 118 http://www.immi.gov.au/allforms/pdf/118.pdf
is the application form for Australian Citizenship by Descent

After you got the Australian Citizenship Certificate, goto Australian Passport Overseas Application for children:
https://www.passports.gov.au/Web/Newppt/Overseas/OSChild.aspx
and follow the steps.

This https://www.passports.gov.au/web/timerequired.aspx says:
"An eligible applicant's full validity passport will be available for collection or despatch from the mission within ten working days of a passport interview if all our requirements are met. It will be issued by one of our passport production centres - London, Washington, or Canberra. You should allow extra time for local mail delivery if you have requested that the passport be mailed to you."

So several weeks for Citizenship + 10 working days to process Passport application + time for mail delivery = at least 2 months.
