I've no experience in employing a maid. If I want to employ the Phil maid of my friend after her contract expires, what I need to do? What documents I need to submit to HK Gov't or Phil? Please help.

I think you can go through direct hire. I went through the whole process from Dec 17th and I got the visa late Jan. I arranged my maid to arrive on Feb 20th. It cost me only HK$1800 including airt ticket, HK express ticket and taxi for her to arrive at my home, and about 1 working day (luckily my office is close to Filippino Consulate and HK Immigration so I used my office hours to go to handle the matter myself). It was worth it as I didn't want to go through the frustration of agencies. You need to get the maid to fill in all the forms, then go to the Fil Consulate with supporting documents in person, get the contracts (4 original copies) endorsed there, then send the endorsed contracts and documents to the HK Immigration, together with an "Urgent letter" if you need the maid urgently.
Forgot to mention, your case seems to fall under "Transfer" meaning you can get the maid to do all the "Transfer" process for you...even better. Just call the Filippino Consulate to check.
