I just bought the Glycel neck cream not long ago. Used it for a few days. I think it's quite smooth and it's not oily.
There're not many brands of neck cream and I think they can't be too cheap because otherwise they won't work.
Mine was $490 (regular price $700) from Sasa. You can also try the Clarins neck cream. The sales said the Clarins is better in firming the neck, and the Glycel is better with the lines (but also firms). The Clarins is cheaper though. Cheaper and more more amount.
BTW, the Glycel neck cream isn't really called "Neck cream". It's called "Decollete Cream". But it's for using on the neck area.
