If you want a raise, and have excellent performance last year, then , just find the right timing to ask! (especially, when someone resignes, your boss will have more pressure to keep exisiting staff).

But if you don't get a raise, don't feel too bad, it may mean you're already at high end of the salary range for your position and HR is not easy to increase at maximum range, unless they give you a more senior title. If you know the real reason behind, it can help you negotiate a new title or new salary. Some HR are also willing to give a one-time lumpsum bonus to those at maximum range.
