One MUST finish high school before entering university. As for TOEFL, if you are NOT educated in an English speaking environment for the past 3-5 years (if I remember correctly), you MUST have a good mark in TOEFL to get into university.
If you are educated in an English speaking environment for the last 3-5 years , like International schools in HK, public/private school in Canada,US, UK, Australia etc, then you don't need TOEFL.
The above requirements apply to ALL people, no matter you are canadian or not.

Everyone has to finish high school (or equivalent) before entering university.
Many years ago, only F.7 students with good A-Level results can get into university directly (with good TOEFL scores), without going through the high school here in Canada. If your child is only F.5 graduate, then for sure the child has to finish Grade 12 in Canada.
I am not sure about F.6 students, you have to check with the university.
