to be honest!! 3xx is impossible to get any ITA this year or next year, the lowest now is 450.
for Ontario PNP, you need to be at least points 400/master level AND if you are working in Toronto
LMIA, depends on what kind of job you are looking for. lower wage job maybe easier, like construction worker, or humber worker.
Bank/IT/Nurse can but not easy, my best friend's husband is in IT field and now waiting for the LMIA since May 2015 to now, 7 months, still nothing back. Their point is 350.
You can use HR agent, but make sure it is a big company like micheal page, alot of HR agent is not good here, especially those Chinese one, they will request you to give up apart of salary but you will got kick out after the contract is finished.
To improve the points, you can:
1. Re-take your Itels marks to Grade 8 or 9
2. take a master in HK, those one year quick one

For Master, do you mean Master degree? My husband and I have master degree as well. May you direct me to get more information about getting the 600 points?

I will suggest you contact HK Michael Page and let them refer you to the Canada Michael Page, sounds easier.
In IT field, yes Vancouver and Toronto quite a lot of job opportunity but mainly in support post, make sure your husband picked the right one. Also according from what i know, the market in HK & Canada is quite different in terms of the job duty. In HK, workers knows everything because HK is a service based city, most of the IT man know every position to match with the project.
Unfortunately, it is opposite in Canada. They separate the duty in very detail way,if you are system support you will be in support forever (thats why my friend told me), thats why he is picky on picking job in Canada.
I am sorry that I can't get you the contact of his agent, because I am not that close with him and seems weird if i ask too. But i believe Michael Page is big enough to help you.
For LMIA, it is very hard to tell you know. It is all depending on the company willing to do it for you or not. first, it is expensive to make one as in employer side. 1000CND application fee, second, they need to advertise the job post at 1 month and receive the local candidate resume, if they can't find one match with their post, then they can consider about oversea one. IF lucky you husband been picked, then they can process the LMIA for him, usually wait at least 7 months or above.
If you have siblings in Canada, you can add points at next year maybe, the new prime minister announced they will adjust the point system of EE and maybe a good help for your case
If it is possible, either you or your husband can apply a 1 year program course from college or university and the partner is granted an open work permit, he can go try any company he wants without the restriction of LMIA. (this method cost money)
