Yes, Richmond is full of Chinese. If you dont want to go to Vancouver west, try Vancouver east and personally I like the area. It has lots of Chinese but most of them are 2nd generation as I can easily hear from their accent. Otherwise, Burnaby, Coquitlam, Surrey..
I live in Burnaby and it is very convenience due to skytrain and Metrotown is the biggest mall in BC.
I grew up in Richmond, went there in 1991 when I was 5 years old, I moved back to HK for work last year. Yes, there are many Chinese people in Richmond, but if you worry about your child not being able to learn English because of the large number of Chinese, I don't think you have to worry about that. In fact, I have two friends, both of whom came to Vancouver when they were 10 years old. They both lived in Vancouver West, but one can speak perfect English while the other's English is heavily accented. Why? Because the first one made friends with mostly white Canadians and CBCs while the other made friends with Hong Kong immigrants. So it really depends on what friends your child makes.
I personally prefer living in Richmond than in Vancouver, where I went to high school and university. Richmond is warmer than Vancouver and has less snow. It is also flatter, which makes driving easier. I really hate driving in Vancouver, where the roads are steep and hilly and narrow. Also, there are many Chinese shops and restaurants in Richmond, very convenient :)
As for schools, I went to a private school so I can't say definitively about what the schools in Richmond are like. I know Richmond High has an IB program. London and Steveston (now combined into one school, I believe) is also a very good school in the neighborhood.
As for good public schools in Vancouver West, Point Grey, Prince of Wales, and University Hill are a few choices. Elementary schools are almost all the same everywhere, just know what kind of classmates and friends your child has, that is most important.
i don't think the high school in Richmond are good for the kids. Since there are too many Chinese in this area. (I grew up in Richmond, now graduated) Well, Burnaby&Coquitlam is a better choice for the kids, and for you to 適應 Canada.
