I do not think so. i think fed have prepared to cut the balance on Sep (if there is no any big "event" happen).

On the rate hiking, they will wait to see the mkt impact after cutting balance sheet and decide on dec. Rate hike on dec is a 50/50 deal to me.

anyway, think it is what ppl in the market think as well.
