Which airlines you are travel with? I went back to HK last December with Air Canada, their baby bassinet only for bb less than 9 months old (only 76cm long) so I think it's useless for your 13 months old bb. Also, tell them your bb is 13 months old as at that time, they only gave us instant bb food that suitable for 6 months old bb. I don't know the other airline, but Air Canada provide free diapers. It's a good idea to bring DVD player with you. 13 hours flight is a too long for a 13 months old bb. I played with my daughter everything available on the flight and she only cried for 15 mins. You can feed your bb something while taking off or landing.
Canada is 110V so you have to bring transformer if you plan to use a 250V steamer.
Which part of Vancouver are you going to stay? In Vancouver, your can buy a lot of bb stuff in supermarket. E.g.: superstore, save-on-food, London drugs... you can also buy Chinese food in T&T supermarket.
For instant baby food, there are a couple of brands for 12months+ bb. E.g.: Heinz, Gerber..... It’s around CAD$1.1 each + tax. There are 2 diaper brands: Huggies and Pampers. It’s CAD$36 each + tax for a box of 120.
If you really need medicine, you can buy it in the supermarket I mentioned above.
There's one thing you have to know. In Canada, it's ILLEGAL to travel with bb in car without a car seat. All children less than 80lbs HAVE to use a car seat in car or taxi. (Except bus, skytrain and express train)
For weather, today it's 13-17C. From the number, it looks like it's very cold. In fact, it's not as it's very sunny, it's better to bring a jacket, some long sleeves sleepers and some short sleeves sleepers. Remember there's heater in every indoor area. So bring something that you can dress/take off your baby easily. (I usually dress my bb 2-3 level of clothes. Thin layers inside and a slightly thicker jacket outside).
Forecast the next week will be 11-20C. Mostly sunny. However, it's still a raining season in Vancouver, so better bring umbrella.
If you're visiting your relatives, can you prepare your bb's meal in their homes? Otherwise, you can buy those instant foods I mentioned. Or when you eat outside, you can order mashed potato, congee (mostly they don't have MSG in Canada), scramble egg, plain bun (bread) for your bb.

So happened that we have traveled twice when Jasmine is about 12 months old, first time to Koh Samui for 5 days, and then NZ for 3 weeks, about a week after we came back from Koh Samui.
When we were in Koh Samui, because C6 doesn't want to go to bed sooo dxxx early (7pm!), actually Jasmine slept only kind of 9pm to 6-ish, with roughly 3 hours of day nap. She returned back to normal when we came back to HK.
When we were in NZ, because she didn't sleep during the flight, (talking about HK-Auckland-Christchurch!! more than 13 hours...mouth:), and it's mid-afternoon when we arrived home, so we put her down for an two hour nap, and straight back to the normal routine after that! After we came back to HK, it took me around two days to "tune" back to her normal routine. so far so good!
Regarding "生保床", it depends on whether your baby is sensitive or not. I would suggest you to bring sth like a towel, blanket, or soft toys etc, those things your baby used to sleep with, things with familiar smell will provide her a sense of security.
