You can now renew books borrowed at public libraries for up to 5 times I.e. you can keep each book for longer than a month (unless if the book has been requested by another user) so there should be enough time to finish a book, given how short children's books usually are.
I have stopped buying books for my kids as the libraries carry a great variety of books for all age groups.
I agree with someone above that e-books e.g. Kindle would be another great option if your kids are already older and read books with text only and little or no illustrations.
