I am writing to represent a group of families who have recently employed Overseas Filipino Worker (OFW) as domestic helper. Our helper application got deferred for nearly half a year since December 2019, due to the outbreak of Covid-19.
As you may know, Philippine president has extended again and again the lock-down in some areas of Philippine, and slowed down the approval of OEC. These policies have seriously affected a lot of families who need helpers urgently. Coupled with the fact that HKSAR has announced all the schools to be reopen on 25 May 2020, the situation turns now to an unbearable level that all of us cannot just keep on waiting.
We understand the Philippine government’s intention is to protect their people and minimize the risk. But we do think there should be something that both government can work out together to help the OFWs come to HK safely without delay.
We suggest the HKSAR Government to consider and work on the following proposed solutions:
1. To urge the Philippine authority to assist OFWs to travel safely to the airport, and to take all necessary prevention and control measures of Covid-19 and medical check-up before the OFWs depart from Philippines.
2. To liaise with Philippine authority to speed up the approval of OEC, and extend the expiry period from two months until the date when the Covid-19 virus is under controlled.
3. To work with Philippine Consulate General HK and provide correct and detailed update to HK employers so that we won’t get diverse information from the agencies;
4. To deploy COVID-19 Deep Throat Saliva test on all OFWs arriving HK at airport before they go to the Community. Make use of the holiday villages as a centralized area for the 14-day quarantine.
5. If employers opt to switch to local helper as a replacement to OFW, please assist to speed up the visa approval process in HK, and to liaise with POEA on the urgency to approval OEC.
We welcome any other best and feasible suggestions from the HKSAR. The upmost importance is to have our helpers safely on board to take care our kids.
Please pass our message to the Philippine government or relevant authority that their people also need to work to earn a living, and every one of us are doing our best to make a living. We really need your help to make a lobby and to assist the OFWs to come to HKSAR for their work ASAP.
