請問申請時間係2020，擔保人年度收入要過2020 還是2021 年Federal Poverty Level？

It should be counted at the year when the petitioner submit Form D260, not the application date. If you submit Form 260 in 2021, you only have the income data of financial support of pass year, ie 2020.
