First class mail is only for 'Letters, envelopes, and small packages weighing 13 ounces or less'. Priority mail international will be the cheapest way to ship to HK and arrive within 7-10 business days if the package is heavier than 13 oz.
you can ask buyer to send parcel with Registered Mail (掛號) regardless what class of service of the shipment. I think right now the registered mail fee is USD $11-!2.
