Did you try to put some music when he goes to bed? I think the key point is you have to have a 'fixed rountine' whenever u put him to sleep, and u can also talk to your baby and let him know it's time to sleep now so no more waking up/playing. I believe baby can understand us.
Just stick with your rountine e.g. dim down the light, play some soft music (my baby likes nature sounds) and then have a little bedtime talk to your baby and let him know it's time to sleep. Then put him in his bed. Once u've done that, don't go back to his bed again during the night unless he's in danger, even he cries, just let him cry. Usually baby feel tired and then will sleep back after crying, hahaa!
But you need to be persistant and keep doing the same for maybe few weeks or even months...once your baby 'learns' the rountine and get used to it, then it's just like a normal habit!
