據我所知，用「Acrobat」可以，「Acrobat Reader」就唔得。後者係免費既，齋睇無得填。

It depends on the form design, if it allows, then you can, otherwise you can't.

If the form is designed as "fillable form", even Adobe Reader can fill in the form (can print only, cannot save), eg

http://www.info.gov.hk/forms/ati.pdf

Adobe Professional can fill and save the form.
