佢係咪至加拿大居民,不是加拿大公民呀? 因為加拿大公民係有自由離境o既權利.

Even residents have the right to in and out Canada. Also I don't understand what you mean 超過一年不離Canada , 不能再進入?? Every year I go in and out Canada and I'm only a resident (of course with the permanent resident card).
