Information below, Hope it helps.

Non-resident Enrollment for the 2009-10 School YearIf you are planning to move to New York City, you do not need to apply for non-resident enrollment. You can register your child for school after you establish residency. For information about registration for new students, visit our New Students page.

Non-resident Enrollment

Students who live outside New York City may apply for non-resident enrollment. The deadline to apply for non-resident enrollment for the 2009-10 school year was Monday, August 17, 2009. Applications for the 2010-11 school year will be availabe in summer 2010. For more information, please read the Chancellor's Regulation on Non-Resident Enrollment.
Tuition Rates
Non-resident students must pay tuition based on the rates set each year by the State Education Department.

The provisional 2009-10 rates are below.

Student Grade Level
General Education
Special Education
Grades K-6
5,052
35,079
Grades 7-12
4,878
34,905

***

Non-resident students are not eligible to attend and may not apply to attend specialized schools, screened/selective schools or programs, gifted and talented programs or pre-Kindergarten programs.
A student cannot take the Specialized High School Admissions Test until he or she becomes a New York City resident. The test is given just before school begins for ninth and tenth graders who are new to the city, so new residents can take the test at that time.

very welcome.
chengeraldine,
If you can not show your New York residency, you need to pay for the tuition fee as a non- resident fee. To pay that much, I would rather to have my child studies in private.
That is the different between resident and non-resident, if you come here to work, ask your boss if they will reimbruse the day care/ school tution fee/ after school payment to you.
Friendly reminder.. remember to maintain the legal status (sorry.. I don't know your status here, so i can't help much). and remember to bring in the immunization card.. without it.. you can't go and apply any school or have to re-do all of them again.
