I heard about that too. my helper told me that it is for them to waive their airport tax fee and it is very important. ( only to waive the tax? I wonder?) But she did menetion about it last time when she went back Manila.

What I heard from my colleague in Phlilippine, she said nowadays, the Bin Bin have to submit POEA (Phil. Overseas Empoyment Agency ) some certificate to prove that they have such related working experience or professional training before, otherwise, will not accepted being working abroad as the domestic helper.
So, I think it is a kind of evidence to prove her working experience in HK law
