我讀緊 special education，睇到書話"有 state 的 pre-k 係 3 歲開始"，想求證？

Are you referring to the CPSE program for kids (with special needs) at age 3 and 4? If so, the answer is yes.

Committee on Preschool Special Education ("CPSE"). It's a program for students with special needs (delay in speech, physical, occupational and / or some skills).
