I received 1st letter for asking me to apply US Green Card (by family re-union method), But, I am aged 39 only and got a stable job in HK. Can I give up the application now. And, after that, My relatives re-appy it for me again? Cos It is OK for me to go there after 15 years. Do anyone of you know that any punishment for this situation.

the punishment, will be the the fee your relative whom paid to the government... haha...
leave it... they put your case in already... and you will have sit here and wait for another 10-15 year, who knows, 10-15 years later, you may change your mind.. you may wanna come by that time...
now you are 39, so don't for sure...
let them do the process... it takes so long!
