I think the maid is hiding something. As an employer, if she tried to avoid the long service payment, she should not renew the third contract. Because you have to give one month notice or one month salary in lieu of the notice to terminate the contract at the fifth year. Besides, it obviously shows that the employer was trying to escape from her responsibility of paying the long service payment if the maid report this to the Labour Department. She must have done something wrong. Please try to contact her previous employer and get detail information.
