It is a little bit hard to comment since everyone 's case is different.
Considering education, I guess in general, Toronto's education is more flexible compare with Hong Kong.
However, immigrate to another place need a lot of effort. It is financially, physically and emotionally demanding and it always carry certain risk ie. You can never predict what will happen exactly when you really moved here.
I mean if you are both established in HK and Toronto, then surely in your case I will recommend you to bring your kids back here to have education. However, if you have to start everything from scratch, I will recommend you to weight the cost and the benefit before you make decision.

本人曾經移民多倫多住左7, 8 年,之後再返返香港定居同結婚,多倫多的教育我不敢講,雖然我曾讀High school and University, 但對於特殊需要方面就不清楚,但係移民真係唔簡單,大人細路都要適應,如果兩公婆都無工作,坐食山崩好快唔掂,如果賣晒所有香港物業才走就更麻煩,無晒退路。對大人細路都係一個好大挑戰。
不如你地試下搵唔搵到工先再決定,因為如果放棄所有香港的物業、事業、親人而一家人去多倫多的話,沒有一份工係好難捱過的。你可以考慮一下。
i have totally diff view point, in HK , i hardly get a job (as i am closed to 50) but here (toronto) if you don't mind what kind of job u r looking for, then u could get a job. and make a living.
u may not be making the same $$ as in HK, but the living environment is much better than in HK (as i could say) and less stress and almost no workload, straightly 5 days a week... more time with family. so now it depends what kind of life u r seeking.
