I don't have menu on hand for step by steps. This is the basic concept for setting up ip-cam with router. hope this help you.
1. make sure the connection of PCCW and your router.
2. make sure the connection of your Cam with your router, it should be use fake ip as 192.x.x.x
3. Use your PC to test both internet connection and ip cam connection through your router.
4. Setup an ip forwarding with your router. That means that you need to specify a port number (8000) for forward to your ip cam (192.100.1.1). So if your connection of ip of your router is 202.x.x.x then you can type http://202.x.x.x:8000 for using the ip cam.
5. For convienence use, you can apply for a free dns name to keep track on your ip. You can find this free service at http://www.no-ip.com. This is because all ISP only assign dynamic (changable) ip for home use internet connections.
