浮羅交怡 - Pls comment

If I can't find 2 buddies to dive in Sipadan, I consider to go to 浮羅交怡which is suitable for beginner, I think.

I've never been there before. Is the world under water good? Anybody dive there before please give me a comment.
I find in the internet that 巴雅島Payar Island is a good place. Is it true? Any diving site other than that?
