yes, even if you have the citizenship card, you need to wait for 3 month grace period (for ontario) to kick in before your are fully covered by the ontario government.
for BC, yes, you will have to wait for the citizenship before you could buy the BC medical care. not sure about other provinces..
so better buy the travel insurance to cover in case you need it.. if you think too expensive, then pay per visit lor.. touch wood you don't even need those...
I want to know too. I'm going back to HK for delivery next year and will return to Vancouver within 2-3 months. Wondering if we can apply the care card during the processing of application. Could you please share your experience with me? Thx!
