Most newborns are like this. My baby also behaved like this when he was < 1 month old. How about trying to play with him more in the day time to exhaust them.
I also tried the other method... at around 10pm to 11pm... started talking to him softly and tell him that we're going to sleep la ... play soft music and sing some lullaby... turn the light to a dim atmosphere to create that sleeping environment. Let me suck if he wishes. This period won't last too long. Hope this can help.
