Possibly either of the following reasons:-
1. Blocked by Firewall
2. No authority to install the viewer (normally ActiveX control)
3. Incorrect configuration
First of all, you should use some PC (may be in your friend's home) to test and see if it can be seen; otherwise, please config your IP cam first ...
For #2, nothing can be done except for your office's IT administrator's help ...
For #1, existing will be blocked by
1. Your office's firwall rules
2. Netvigator 80 port
Some camera can use 1-and-only-1 TCP port for communicating between PC & cam, while the others NOT; if your camera can use 1 port only, you can use HTTP 443 for bypassing your office' rule instead ... otherwise, no one can help you!
