if you don't need to take photos, guess you could mail in for renewal. however, they did require you to present there to take the current photos, then you have no choice.
to my understand, you could renew your licence anywhere within canada, however, they will question you if your permanant residence now change from alberta to vancouver... you will have to prepare a reasonable answer to them.
2. a. 如你車牌已過期(但在過期三年之內).你是必須耍到你原本發證的省份換證的. (當然你亦耍提供新的當地有效地址.)

chatroom - yes, if license expire over 10 year. you will have to start all over again from the written test, the road test then to the highway test before you could get the full license.
but if you have a license from the other country, you might skip the road test, and do the written test then the highway test.
