The "size of family unit" including yourself, anyone you sponsor before still in effect and anyone you are going to apply for sponsorship in the application, plus any dependents of yours.

If you read the Guide

and check the page for Tables and Charts, you will see a Table 4 - Low Income Cut-off and that is the minimum income requires. It has a date "Effective until February 1, 2007."
Every year, they will recalculate the minimum income for each person based on inflation, etc (I guess), but I think it will be similar or a slightly increase.
