可否在加拿大申請入籍加拿大? I will assume you are a Canadian citizen! You have to sponsor your husband to Canada. First he must obtain the permanent residence (PR) status, once he gets the PR status, he must stay in Canada for at least 3 years before apply for Canadian citizenship. Last but not least, he must pass the citizenship exam in term of getting his citizenship.
或者在港申請入籍加拿大? The Canadian Immigration stated the sponsor (you) must apply it from Canada. So, there is no way you can apply it from Hong Kong.

If he lives in HK, the immigration will take 3 months to access your ability on sponsoring your husband, if you pass, your husband’s application will take about 19 months. On the other hand, if you husband lives in Canada permanently, the process will take 11 months + 8 months of passing the medical, security check.

Something I want to share (my case) on this point....
The Sponsor (you) is not necessary to live in Canada or apply in Canada. You can simply submit your application to Canadian Immigration and they'll send your file back to Hong Kong for further process. But they'll ask you to provide some documents (resign letter, house / car purchase in Canada etc) or a plan to show that you have intention to go back to Canada with your husband after his application approved.
