depend on how your tenenacy agreement being signed, if not mentioned. The landlord has the right not to provide such to you.
if landlord is nice - would talk about that.
we have the same issue. The living room does not have the curtain, and air conditioner. After we move in - wish to have the privacy. So talk to the landlord, he only want to share 50% of it.
so either you bear with the current situation or you have to pay 50% for that.
