per my understanding - anyone entering to HK with the foreign passport, they could only stay in HK (without visa) for 90 days. and they will have to get return ticket to honour the entry to HK.
if they got the visa pre-applied before coming in to HK, they could stay while the visa is valid (without showing the proof of return ticket).
does your mom have the HK ID card? if so, even she used the canadian passport as the travel document, when she enters in to HK (passing thru' the immigration) show her HK ID card instead of the passport, then by doing so, she does not need to have the return ticket in hand.
your mom can enter hong kong with her HKID card, becoz I'm also holding an Canadian Passport only (I remember that my passport was 2 months valid left ) but I can still travel back to HK and stay...
also, my little brother was born in Canada, therefore he doesnt have the HKID card, how can he stay longer? he can either travel back to China or take a short trip to another countries (eg Taiwan/Thailand, just leave HK) before 90 days... so he can re-enter HK again for another 90 days... and so on...
yes.. my ex-boss used to do that..
before his working permit got approved - he used the tourist visa to come to HK - stay for 80 days or so, get a short trip to macau (mainly for the weekend) then come back - to have another new 90 days period
Tweety112 - for your little brother, how old is he? if he was born before 97, and both his parents (i.e. your mom/dad) is chinese (born in HK), then might go thru' some paper work to get the HKID (you will need to search thru' the HK immigration dept for details)

ya... my little brother is now around 21, I knew that he can get his chinese citizenship... but he need to give up his canadian citizenship... (to declare one citizenship)
I guess he will study & work in Canada/USA, therefore he will not consider to get his chinese citizenship in short period...

However, the travel agent said it's the Canadian Immigration won't let people to leave Canada if she holds a one-way airticket. Is it true?
rigang - not sure what you are asking, if u r holding canadian passport, you don't have any issue to leave canada with one -way ticket since you are leaving canada to somewhere? only the final desitination country might have issue to let you enter their country with one -way ticket.
if you are holding other country's passport (like HK) but come Canada for study - now finish, and LEAVE Canada with your one - way ticket back to HK, I don't see any reason why canadian Immigration won't let you leave Canada..
