Ok.. now, we get to what you concern.
1. yes, the baby will be citizen, but the mother will not be a citizen, and she has no right to stay in US. illegal to stay in US for less than 6 months, 3 years can not return to US, overstay more than 1 year, 10 years she can not return to US.
2. if she wants to give birth because she wants the citizenship from her baby, wait until her baby turns 18 years old, and took the citizenship exam. If s/he gets a pass on it, then s/he can apply it for her. remember that is 18 years of time.
In general.
1. yes, free education from 4 years old and up, until Grade 12 in public school.
2. if you are low income, you are eligible to help your child apply for the child health insurance from Government. But if your salary above the limit, you will not eligible to apply for it.
Gave birth in hk, with family and husband around, excuse me that I can not understand.. the reason to do it.
I wish that she has relatives here or she was an overseas students here when she was young and at least she can speak English. Otherwise, it will be a suffer for she and her baby, she is going to suffer from PPD.. depression after give birth.

無人照顧, 打擾別人>> These are so true. Would your husband be around when you're in the labor room? How long he can stay to take care of you before and after delivery? Even though you have relatives in here, would they really not mind taking care of you? Would you pay them for taking care of you? It's hard for a pregnant woman and a newborn mom to take care of her own emotion plus all the works after delivery without the family support.

Why makes it like a trade? Just for the US visa? What's the difference of these people to those women from China wants to give birth of their children in HK?
平過我幫個仔交四年大學>> College education is not free, you can refer to Nillie's post. A student who is a citizen still have to pay to go to college, just like we the case in HK. The only difference is the amount, overseas students pay a higher fee.
