The $25 service fee is charged by the Bank because you had used the Visa Plus or MasterCard/Cirrus Network to withdraw cash from your bank a/c. You can find the Visa Plus or MasterCard/Cirrus logo at the back of your ATM Card, it is not related to the computer security issue.
