It may not be because his head is itchy. Sometimes BB just love to scratch their head as a habit. My B is the same - he needs to scratch everytime he wakes up. Govt. clinic nurse said it is part of development when they try to practise their grabing skill with fingers.
This habit will go away but make sure you keep his fingernails short to avoid major damage..
