Each state in the US require their own license to practice for nursing. For CA, you can look into this website: http://www.rn.ca.gov/
You would need to do license by examination. If you go into applicants and exam, you will see that there is a note for international applicants. They woul have to assess your coursework equivalency to apply for nursing license. They also require fingerprinting. Fingerprinting clearance takes at least 3 weeks, longer if you don't have a CA driver's license.
I know someone who has a nursing degree from Philippines and they sucessfully passed the exam and got a nursing license.
In terms of job prospect, it depends on which city you are moving to. There are areas with high demands and there are some cities who don't have much nursing jobs. If you don't mind working night shifts, you will probably get a job tomorrow. If you have a master's degree and is a nurse practitioner, it is easier to get a job with good hours. NP usually means nurses with specialty.
If you are not a CA licensed nurse, you will probably still get jobs, but it would not be in hospitals. It would be more like working as nurse assistants in nursing homes, with a lower wage. Nurses here are paid hourly and benefits vary between medical groups and hospitals.
