For overseas orders requiring a Phytosanitary Certificate we use International Global Priority Shipping/Handling, with full tracking.
On our website, the quote is for First Class Shipping/Handling, which does not apply to your order.
The process was the same for your previous order. All overseas orders come to me, I evaluate the material purchased by each customer and add in the necessary permits for their location. I also recalculate the shipping.
Because your order requires permits, it ships at a higher rate.
