I also recommend you to take PTE. I am doubtful if your agent is giving you the most updated information. Better check with another agent or even website of immi.gov.au by yourself. I took IELTS nearly 5 times and finally got 8779, also stuck with writing. My background: Master degree in Marketing attained in UK, used to write thesis of 20,000 words in English~was devastated when I always got 6.5 for writing! In the end, I learnt from a set of text book focusing on IELTS writing by a mainland Chinese tutor from 新东方 (also thought how ironic it is for me to learn English from a Chinese!) In the end it worked!!! The book is called 慎小嶷十天突破雅思写作. Check it out from Taobao. As my IELTS score got expired, I needed a new score to process thing, so my agent, who is based in Sydney recommended me to take PTE as an alternative. Totally different format and expectation. Therefore I highly recommend you to take a course first before exam. Never try it without preparation, waste of time and$$. Anyway, I took a 1:1 lesson via WeChat live with the institute called 文波英语Wenbo.tv based in Melbourne. Finally I got 83, 87, 90, 86. I was even able to arrange a Cantonese speaking tutor to tell me all the tricks of the exam. So good luck! Btw, i may sound like advertising here. But the journey to successful IELTS results or PTE was just painful, so I just want to help! One last thing, my personal comment on these exams is that it has noting to do with ur English skill, but rather your skill or strategy to tackle the exam.

just finished 2 lessons, he taught some exam technique, like words to use, phrases to include. Not sure if it is practical yet.
But he will review ur essays and speaking recordings, then u know what u have done wrong
I think you can get writing 8 in PTE....
PTE is in a different format and assessment method.... based on your IELTS score, I personally think that you should have no problem in PTE all 8
