It is because in lower floor, the water pressure is high. When there are a change in water pressure (such as others turn on for water and turn off), those inpurties/air bubble mixed with water inside the pipe will creat those noise by the flow of inpurties/air bubble
If you live in higher floor, as the water pressure is low, even there have some impurties/bubble inside, the sound will be much smaller.
