The managers of course know that who are capable and who are not working with their heart, but they will only ask those capable staff to get the work done or fix the problem. To the managers, it is the easiest way though they know the same story will repeat everyday.
I would say 80% of the managers will take this approach cos they are lazy/reluctant to "manage" people. So it's always the capable staff to suffer.
