I applied for bb's citizenship at around 1 month old and I just took photo with my own camera with bb lying on a white towel. Then touch up a little on the computer and print on photo paper. The photo requirement for bb is less strict. Actually I emailed the photo to the HK consulate first and they confirmed it's ok before I submitted the application. Not sure if you can still do this now.

it really depends on whether you really need it or not.
I agree with you that HKSAR Passport is good enough to travel to most of the country.
For me, one of the reason why i apply for my son at this early stage is that i need to take him to Taiwan to visit my grandma, with a HKSAR passport, my son needs to get a visa (first time application) which takes several weeks... whereas with a Canadian passport, my son can just fly there without any visa (14 days) which is more convenience....
