I was there on Jan 31 too. not cold. we walked up to the viewpoint after waited for 40 mins. we could only take dark photos. in fact I feel better go there early and leave around 6pm. the best photo shot should be before the light up.
if possible drive your own car. the afternoon light up tour isn\'t there early enough to catch the best moments. or call taxi service.
