Yes, in the night time, it's hard to tolerate baby's crying. So we have to try to improve it in the daytime first.
I suggest you to try in the daytime, if baby cries, let he cry for one minute, see if he will stop or cry even louder. Perhaps he will stop crying himself.
If the baby wants hold all the time, perhaps he is not feeling safe. Make sure to dress him warm and wrap him tightly with baby blanket and if you place him in the crib, use some pillows or cusions to fill up the gap between baby and the crib, so that he feels like being hug. You can even put a small towel in his hand for holding or put a little weigh on his chest such as a soft toy or some sort of pillow with beads or leaves inside. Hold that some of this tricks can help your baby.
My own experience is, everytime I changed my daughter's diaper, she cried like somebody is killing her. Now I use the heater and warm up the room first, then she feels much better now of being changed.

I agree that in the night time, we can't leave the baby crying. So the first thing is to take more rest in the daytime so that you feel less exhausted to stay awake in the night.
Then you can try to make some improvement the day:
1. make sure to keep the baby warm
2. wrap the baby tightly with the baby blanket
3. when you put the baby in the crib, try to fill up the empty space with long pillows or cushions
4. put a little towel in the baby's hand for holding
5. put some little weigh on his chest (such as a teddy bear or pillow with beans or tea leaves inside)
All these are to help you baby to feel more secure, and like being hug.

thanks for your suggestion. i also feel that may be she feels insecure so that she wants to be held. so each time, we have put the rice bag on top of the blanket, use a small bb crib instead of the large one, but seems that the don't work.Last night, she keeps awake after milk and sleeps when we hold her in the arms but woke up again when puttin in the crib. Anpther roblem is that she only takes 1.5 oz milk each feeding. Eventually, she asks for milk again after 1.5 hours. We never stopped feeding, changing diaper, holding her the whole night..
