I think UK is doing better than HK in this case. UK allow the children who was born overseas to be the UK citizen if one of their parent is the UK citizen. The only difference is the children who was born overseas will be the UK citizen by descent, I think it is fair enough.
At the same time, if the children parents both are not the UK citizen, no matter the children was born in the UK or not, they will not be the UK citizen. Not like those HK 雙非

If you are just "telling" them you are going back to HK for good. I don't think they will accept. Because anyone can say so and you have no proof. But your intention to reside overseas is obvious according to info. provide by finfinmum. And also they can argue if you are staying HK for good. Your kids will get the HK permanent resident status after staying in HK for 7 years anyways....
Yeah I know, they don\'t even give us any chance to explain what we are going to do or what we need. I think HK government is getting worser and worser, and in the coming future it must be controlled by China government. We give a lot to HK but at the end we get nothing back better stay in the UK, at least I have pension after retirement the MPF in HK is useless as well
