Mr Leung (Kam Chung) is the ex-Financial Secretary (FS) of the HK government.
He resigned (was fired??) from the FS post after he bought a Lexus LS430. He bought it right before the goverment increased the sales tax of vehicle (to avoid paying more tax).
Some newspaper said Mr Leung has "Ling Chi Wai" (pronounced in Cantonese).... "Ling Chi" is the Lexus chinese name.
"Ling Chi" = "Ling Chi Wai" always in my mind... Moreover, it looks like that the new LS430 brought him bad luck. Personally, I would avoid Lexus. Of course, I don't mean to offense anyone. It is just my personal feeling.
